News & Events LAO warns of "economic leakage" due to AB 32 The State Legislative Analyst's Office recently issued a warning that AB 32 will harm California's economy: "These adverse effects will occur in large part through economic leakage, as certain economic activity locates or relocates outside of California where regulatory-related costs are lower." AB 32 gives the California Air Resources Board (CARB) broad powers to regulate the economy for the purpose of reducing California's carbon dioxide emissions. There is an initiative, which is expected to qualify for the November 2010 ballot, which will suspend implementation of AB 32 until California's unemployment rate is reduced to certain levels.
